South Africa’s defence force remains the most advanced on the continent and operates with a consistent focus on training and redevelopment, despite budget constraints which limit its expansion. Involvement with neighbouring countries in joint security operations provides further scope for the country to maintain a strong power base. With a long-running domestic weaponry and equipment industry, the defence force is well equipped and able to participate in international trade.
Piracy is shaping up to be a major security issue for South Africa. Piracy has reportedly been moving southwards; a response, to an extent, to protection measures in place in the Gulf of Aden and the Horn of Africa. Each month, a reported six million tons of oil are transported around South Africa’s western coastline, creating a lure for pirates. A second security issue is the need to control South Africa’s land borders. The South African National Defence Force (SANDF) is at the early stage of Operation Corona, the deployment of troops along the entire length of the country’s land frontiers. Meanwhile, South Africa remains a key player in the regional security architecture, participating in major operations under the aegis of the African Union and the United Nations.
Internal challenges remain widespread HIV/Aids, extensive strikes and industrial action, widespread organised crime and violence that is related to persistent income inequalities. For the SANDF and South Africa’s indigenous arms companies, challenges include a constrained budget and the lack of skilled personnel – not least pilots for the newly acquired Saab Gripen fighters and crews for submarines.
