Changzhou National High-tech District (including Changzhou Export Processing Zone)

Changzhou National Hi-tech District (Changzhou NHTD), formerly Changzhou Hi-tech Industrial Development Zone, rated “A” by China Knowledge. The industrial park was approved by the State Council as a state-level development zone in 1992. Changzhou Export Processing Zone (Changzhou EPZ), located within Changzhou NHTD, was approved in 2005. Changzhou NHTD has an area of 5.63 sq km while Changzhou EPZ has an area of 1.66 sq km.
Industrial parks rated A have above-average investor appeal. Basic conditions are adequate, but improvements are still needed in some areas. There are 50 single A rated industrial parks among 254 rated by China Knowledge since 2003. This class of industrial parks that are mainly found in the Northeastern, Western and Central China, benefits from lower labor costs than those developed ones.
Changzhou NHTD encourages the optical- mechanical-electronic integration, pharmaceutical and fine chemical industries. Changzhou EPZ encourages investment in foreign trade, warehousing and logistics. In addition to the export processing zone, Changzhou NHTD also contains several special parks, which include a software park, an animation park, a pharmaceutical park, an international environment protection industrial park and Riverside Industrial Zone.
In 2010, the GDP of Changzhou NHTD rose 23.5% year on year to RMB 50 billion, making up 20% of Changzhou’s total. The sales revenue of the zone exceeded RMB 162.2 billion, contributing over one-fifth of its home city’s total. The cumulative utilized FDI in the zone hit US$3.2 billion.
By the end of 2010, 29 Fortune 500 enterprises, including Hyundai, Bridgestone, Magna, Saint-Gobain, the Linde Group, Arcelor Mittal, GE, Kohler, Ashland, Komatsu, and Denso, had set up businesses in the zone.
Last year, the foreign trade value of Changzhou NHTD reached US$8.67 billion. The export value jumped 54% year on year to US$5.11 billion.
