Jinan High-tech Industrial Development Zone (Jinan HIDZ) rated “A” by China Knowledge in a research report published today. The industrial park was established in 1991. It has an area of 15.9 sq km. Jinan Export Processing Zone (Jinan EPZ) is part of Jinan HIDZ. It was set up in March 2003 and covers an area of 3.2 sq km.

Jinan HIDZ is located in the eastern part of Jinan, 6 km from the Jinan-Qingdao expressway entrance, 18 km from Jinan Yaoqiang International Airport, 18 km from the Beijing-Shanghai expressway, 20 km from the main railway station of Jinan, and a three hour drive from Qingdao Port, which was the world’s tenth-largest seaport by container traffic in 2008.

The zone is divided into several zones: the central zone, the eastern new zone and Jinan EPZ. Jinan EPZ is located east of the city’s ring expressway and south of Jingshi East Road. Jinan is Shandong’s education center. It has 37 universities and colleges. Shandong University, which is located in Jinan, is the most prestigious university in Shandong and the only “211 Project” university in Jinan. The “211 Project” Universities are the top 108 universities in China.

In 2010, the GDP of Jinan HIDZ surpassed RMB 27.51 billion, rising 23.9% from the previous year. Jinan HIDZ’s five pillar industries are automobiles, information technology, food processing, pharmaceuticals and machinery. Major players in these fields include Sinotruk Group, Geely Auto, Inspur Group, Panasonic Electronics, Tsingtao Brewery, Qilu Pharmaceutical and Qilu Electrical Machinery.

Sinotruk is the largest investor in the automobile industry. It is the producer of China’s first heavy duty truck and has one of the largest heavy duty truck production bases in China. In 2008, its revenue amounted to RMB 19.2 billion. Geely Auto is another major investor in the automobile industry. It is a low-emission car manufacturer based in Zhejiang and has an output capacity of 300,000 cars and 300,000 motors. In 2008, Geely sold 204,205 sedans. Its net profit reached RMB 879 million.

One of the nation’s 20 service outsourcing base cities, Jinan has seen its outsourcing industry grow rapidly in recent years. The largest investor in the zone’s information technology industry is Inspur Group, one of the first enterprises to be engaged in China’s information technology industry.

Qilu Software Park is also located in the zone. The zone is home to over 500 software enterprises. In 2008, the zone attracted contracted foreign investment of US$64 million and the gross industrial output from enterprises of the designated size surpassed RMB 15.8 billion. Jinan HIDZ has a strong capacity for innovation. There are 270 high-tech companies within the zone. Eighty-five percent of their 560 products have independent IPR. The China International ICT Innovation Cluster in Jinan HIDZ undertakes research and development, incubation for start-up companies, management, and large-volume manufacturing for the
IT and other industries.

The utilized FDI in Jinan HIDZ reached US$120 million in 2008. Many Fortune 500 enterprises have established businesses in the zone. These include LG, SK, Panasonic, Suzuki, NEC, Siemens and Pepsi.

Jinan EPZ’s pillar industries are information technology, new materials, biopharmaceuticals, precision machinery, textiles and garments, food processing, and furniture manufacturing.

Industrial parks rated A have above-average investor appeal. Basic conditions are adequate, but improvements are still needed in some areas. There are 50 single A rated industrial parks among 254 rated by China Knowledge since 2003. This class of industrial parks that are mainly found in the Northeastern, Western and Central China, benefits from these regions’ lower labor cost.
