Changchun High-tech Development Area

Changchun High-tech Industrial Development Zone (Changchun HIDZ) rated “A” by China Knowledge in a research report on China’s industrial real estate published today. Located to the southwest of Changchun’s downtown area adjacent to the new administration center of the city, the HIDZ is in the planned area of Changchun’s international automobile town, spans an area of 100 sq km, and borders Changchun Automobile Industrial Park.
Within Changchun HIDZ is Changchun University Town, where there are 14 universities. The province’s most renowned university, Jilin University, is located there. Changchun HIDZ is connected the downtown area by four main roads and one light rail link. The nearest train station, Changchun Station, is 20 minutes away by light rail.
In 2010, gross industrial output of Changchun HIDZ reached RMB 237.4 billion. The pillar industries of Changchun HIDZ include automobiles, photo-electronics, biopharmaceuticals, information technology and new materials.
The automobile and auto parts industry is the strongest sector in Changchun HIDZ. Changchun has a long history in the auto industry. Changchun HIDZ is adjacent to the facilities of First Automobile Works, which is the second-largest auto producer in China.
Major foreign investors in this sector include Tokico and Siemens, while major domestic investors include FAW, Yidong Clutches and Kumho Tires.
The photo-electronic industry is the most progressive industry in Changchun HIDZ and Changchun. The industry focuses on photo-display equipment, on-board photo-electronic products and related instruments. The companies in this field in Chuangchun HAD include First Optics Corp, New Industries Optoelectronics Technology and Dongguang Group.
The biopharmaceutical industry is another pillar industry in Changchun HIDZ. The construction of a biopharmaceutical industrial park has allowed over 110 pharmaceutical companies, 28 research institutes, 16 enterprise technological centers, seven national labs and almost 10,000 technicians to work in this field in Changchun HIDZ. The key companies are Changsheng Genetics, Haiwai Medicine and Sanjiu Medicine. Changchun HIDZ is home to over 300 software and information technology-related enterprises.
Domestic information technology enterprises with international renown such as Top Corp and Tsinghua Tongfang have invested in Changchun HIDZ.
Industrial parks rated A have above-average investor appeal. Basic conditions are adequate, but improvements are still needed in some areas. There are 50 single A rated industrial parks among 254 rated by China Knowledge since 2003. This class of industrial parks that are mainly found in the Northeastern, Western and Central China, benefits from these regions’ lower labor cost.
