Hefei High-tech Industrial Development Zone

Hefei High-tech Industrial Development Zone (Hefei HIDZ) rated “AA” by China Knowledge in a research report on China’s industrial real estate published today. The HIDZ is located southeast of Hefei, the capital of central China’s Anhui Province. Hefei HIDZ was established in October 1991 and was approved as a state-level High-tech Export Base in 2000. In 2007, it became a HIDZ opened to member nations of the Asia Pacific Economic Cooperation.
Hefei HIDZ has a software park, university Hi-tech park, biomedical park, automobile park and an incubator park. The total area of Hefei HIDZ is around 18.5 sq km. There are five railway lines running through Hefei and an international airport with more than 20 flights a day to important Chinese cities including Hong Kong, Shanghai and Beijing. Additionally, Hefei’s main trunk roads connect it with developed cities such as Shanghai and Hangzhou.
In recent years, Hefei HIDZ has maintained stable growth. The GDP reached more than RMB 20 billion in 2010, while the gross industrial output of the zone was RMB 53 billion. In 2008, industrial investment reached RMB 5.1 billion, rising 63.0% over the previous year. The zone signed 17 land supply contracts for RMB 4.6 billion in 2008, increased by 88.0% over the previous year.
Advanced machinery manufacturing is a major industry in Hefei HIDZ. Many famous MNCs such as Maytag, Philco, Sanyo, Toyota, Mitsubishi, ABB and Hyundai have set up business in the zone. Gree, one of the leading domestic air-conditioner producers, has established a production base in the zone. Midea, another leading home appliance producer, has a refrigerator and washing machine base in Hefei HIDZ.
In February 2009, Hefei was approved as one of the 20 service outsourcing demonstration cities in China due to its rich human resources and low labor costs. Hefei HIDZ will be a major hub with a strong focus on the information technology outsourcing industry in the future. Anhui USTC iFLYTEK and Anhui Array Information Technology, both located in the zone, provide information technology outsourcing services.
Hefei is rich in human resources, and is also a renowned scientific research and educational center in China. The city has over 42 universities, including three national key universities, two of which are the University of Science & Technology of China and Hefei University of Technology.
Industrial parks rated AA are highly attractive and are highly recommended. However, in comparison with industrial parks given the AAA rating, these industrial parks still lag behind in some areas. The most typical disadvantage is the smaller economic size as reflected in the GDP or FDI, high investment costs and limited land resources. Together with AAA-rated industrial parks, these industrial parks are considered first-tier. There are 24 with “AA” rating among 254 national or municipal level industrial parks rated by China Knowledge since 2003.
