Luoyang High-tech Industrial Development Zone

Luoyang High-tech Industrial Development Zone (Luoyang HIDZ) rated “A” by China Knowledge in a research report on China’s industrial real estate published today. Approved as a state-level High-tech park by the State Council of China in 1992, the HIDZ is located in Luoyang, Henan Province and covers an area of 110 sq km. It lies about 8 km from the downtown area and15 km from Luoyang Airport.
Luoyang HIDZ has nine special parks, namely, Sino-Russian Science and Technology Park, Yinkun Science and Technology Park, Luoyang Software Park, Jiangda Science and Technology Park, Tsinghua Science and Technology Park, Jiaoda Science and Technology Park, Mould Industry Park, Luolong Science and Technology Park and Geely Auto Park.
Luoyang is a major industrial city in the province and boasts a well-developed transportation system. Beijiao Airport offers flights to most large Chinese cities. Furthermore, two important railways, the Longhai Railway, which runs from Lianyungang to Lanzhou, and the Jiaozhi Railway, which runs from Jiaozuo to Zhicheng, traverse the city, connecting it to most cities in east, west and central China.
In 2010, the total industrial output of Luoyang HIDZ grew 20% year on year to RMB 90 billion. Luoyang HIDZ’s export was US$720 million during the same year, up 14% over the previous year.
Last year, the contracted FDI increased by 22%, and reached US$377 million, while utilized FDI totaled US$68.0 million, up 27% over the previous year.
As of the end of 2010, 61 High-tech enterprises had established businesses in Luoyang HIDZ. These High-tech enterprises realized total revenue of RMB 17.5 billion in 2008, accounting for 27% of Luoyang HIDZ’s total. During the same year, the gross industrial output of the High-tech enterprises reached RMB 15.3 billion, accounting for 28% of the zone’s total, and the export value of the High-tech enterprises reached US$218.3 million, accounting for 24% of the zone’s total.
Luoyang HIDZ’s pillar industries are optical-mechanical-electronic integration, new materials and energy efficiency. A large number of well-known enterprises have joined Luoyang HIDZ. Large investors in Luoyang HIDZ include Luoyang Hussmann, North Glass Co Ltd, Sino-American Bio-technology Co Ltd, Luoyang Aviation Electrical Factory and Jiaxing Venture Capital.
The key projects in Luoyang HIDZ include the Luoyang Shangde Solar Cell Project, the Eight-inch Silicon Polished Wafer Project, the Luoyang Bearing Science and Technology Co Ltd Project, and the North Glass Project. Luoyang HIDZ has six industrial bases: an Advanced Manufacturing Base, an Al Industrial Base, a Petroleum Chemical Industry Base, an Energy Base, a Silicon Industrial Base and a Tungsten-Molybdenum-Titanium Base. Industrial parks rated A have above-average investor appeal. Basic conditions are adequate, but improvements are still needed in some areas. There are 50 single A rated industrial parks among 254 rated by China Knowledge since 2003. This class of industrial parks that are mainly found in the Northeastern, Western and Central China, benefits from these regions’ lower labor cost.
