Changsha High-tech Industrial Development Zone (Changsha HIDZ) rated “A” by China Knowledge in a research report on China’s industrial real estate published today. The HIDZ is located in the central area of Changsha, the capital of Hunan. Established in 1988, it was approved as a state-level development zone in March 1991. The zone’s total area spans 100 sq km.

Changsha HIDZ comprises four smaller parks: Yuelushan High-tech Park (also known as Lu Valley), Xingsha Industry Park, Longping High-tech Agricultural Park and Broad Hightech Park. Lu Valley is Changsha HIDZ’s core park and has a planned area of 80 sq km. Longping High-tech Agricultural Park was established by Yuan Longpin who is renowned as the godfather of China’s hybrid rice.

The zone is 28 km from Huanghua International airport and 10 km from the train station. State Highway 219 and State Highway 107 cut through Changsha near Changsha HIDZ. The zone is also near entrances to the Changsha-Changde Expressway, the Changsha-Zhangjiajie Expressway, the Beijing-Zhuhai Expressway and the Shanghai-Ruili Expressway. Additionally, it is a mere 20-minutes’ drive from Changsha HIDZ to Changsha Huanghua International Airport or the Changsha railway station.

In 2010, the total revenue of Changsha HIDZ exceeded RMB 180 billion. Lu Valley contributed RMB 108.8 billion, accounting for over 60% of the zone’s total. Changsha HIDZ has separate industrial clusters for advanced manufacturing, information technology, new materials and biopharmaceuticals. Where advanced machinery manufacturing is concerned, Changsha Zoomlion Heavy Industry Science and Technology, Huatai Heavy Chemical and Toyo Denki are the leading enterprises in Changsha HIDZ.

Changsha HIDZ was chosen as the location for ten state-level industrial bases, including a National Software Base (which includes a Digital Media Industrial Base and an Animation Industrial Base), a New Material Transformation and Industrialization Base (which includes an Advanced Battery Material and Battery Industrial Base) and an Advanced Manufacturing Technology Base (which includes a Sensor Technology Base).

The National Software Base at Changsha HIDZ is the only state-level software base in Central China. Changsha HIDZ was approved as one of the 20 service outsourcing demostration cities in China in 2009. Motorola, Cisco, Nokia and Sunchime Cartoon, located in the zone, will be key enterprises in information technology outsourcing services.

Changsha is rich in human resources and is a well-known scientific research and educational center in China. The city has over 49 universities, including national key universities such as Hunan University, Central South University and National University of Defense Technology. Top researchers, the most famous being Yuan Longping, have actively participated in commercialization of research and innovation.

Industrial parks rated A have above-average investor appeal. Basic conditions are adequate, but improvements are still needed in some areas. There are 50 single A rated industrial parks among 254 rated by China Knowledge since 2003. This class of industrial parks that are mainly found in the Northeastern, Western and Central China, benefits from these regions’ lower labor cost.
