Chongqing Xiyong Micro-electronics Industrial Park (Chongqing Xiyong MIP) rated “BBB” by China Knowledge in a research report published today. The MIP was established by the Chongqing municipal government in August 2005 and approved by the National Development and Reform Commission as a provincial-level development zone.

Chongqing Xiyong MIP is comprised of a chip manufacturing park, a packaging and testing park, a software park, an application industrial park, a scientific and technological innovation area and a residential area.

The MIP has a convenient transportation system. It is only 1.8 km from the railway logistics center and within a 30-minute drive of both Jiangbei International Airport and Cuntan Deep-water Port, which has the largest container dock in Chongqing.

Chongqing is rich in advanced human resources. It has 61 colleges and universities that produced 130,000 graduates in 2010. Four key national-level laboratories and five national-level engineering research centers are also located in the city. These institutions are able to provide plenty of highly skilled talent for the development of Chongqing Xiyong MIP. The MIP is located near Chongqing University City, which consists of 14 universities and colleges.

It focuses mainly on the integrated circuit, software and information services industries. By the end of 2010, there were 97 projects in the park with contracted investments totaling RMB 26.3 billion, of which foreign-funded projects contributed RMB 2.4 billion.

Enterprises in the park include Fortune 500 companies such as HP, Foxconn and IBM as well as other well-known information technology suppliers such as China Mobile, NTT Data, Promos, China Electronics Technology Group and Founder. HP focuses on training talent in the software industry and also set up a notebook manufacturing base in the park.IBM invested US$10 million in the construction of a data processing center in 2007. The same year, Promos, the third-largest dynamic random access memory maker in Taiwan, launched an 8-inch integrated circuit program.

In 2008, China Electronics Technology Group, a leading information technology company in China, announced that it would invest RMB 3.5 billion to build a research and development center focusing on integrated circuits, audio electronics and optoelectronics. In 2009, Foxconn announced plans to build a US$1-billion manufacturing base in Chongqing Xiyong MIP.

Industrial parks rated BBB are considered attractive at an average level. They have less-than-adequate investment conditions and may have some flaws. They may be promising industrial parks but there are uncertainties regarding future development. Most of these are industry specific theme park that caters to fewer industries. There are 60 such BBB rating out of 254 national or municipal-level industrial parks where many are seeking to transform or upgrade its facilities to attract new economy industries.
