Chengdu High-tech Industrial Development Zone (Chengdu HIDZ) rated “AA” by China Knowledge in a research report published today. The area was established and approved by the State Council in March 1991 as a state-level development zone.

Chengdu HIDZ consists of the Western Zone and the Southern Zone. Two national export-processing zones are located in each of these zones. Chengdu HIDZ has a well-developed transportation network and infrastructure. Both the Western and Southern Zones are within a 30-minute drive of Shuangliu International Airport.

In 2008, Chengdu HIDZ realized a value-added industrial output of RMB 78.7 billion, accounting for 53.2% of the city’s total. Its pillar industries are information technology, biopharmaceuticals, machinery, software and service outsourcing.

The world’s largest chipmaker, Intel, opened an assembly and testing facility in Chengdu in 2003. Intel has increased its investment in Chengdu twice, raising the total investment to US$600 million. The establishment of Intel’s assembly and testing facility is widely expected to attract related information technology enterprises to Chengdu HIDZ.

In addition, in March 2008, a memorandum of cooperation signed by American Vivo Ventures and Chengdu High-tech Investment Group. The two parties agreed to jointly invest RMB 150 million to set up a business investment company. The primary aim of this company is to support small and medium-size enterprises in Chengdu HIDZ engaged in technological innovation that promotes the development and industrialization of biomedicine projects from home and abroad.

Software and service outsourcing is the foremost pillar industry of Chengdu HIDZ and has received 11 national honors. In the first half of 2009, the sales revenue of the software and service outsourcing industry, including embedded software and package testing, increased 30% year on year to RMB 15 billion.

By the end of 2010, Chengdu HIDZ had attracted over 500 service-outsourcing enterprises, of which over 300 enterprises had won certificates as software enterprises and for their software products, accounting for 57% of the province’s total. Twelve enterprises had won certificates of CMM/CMMI2 (China’s certificate for software industry) or above, accounting for 86% of the city’s total. Among them, three had won CMM/CMMI5 certificates. There are about 50 software enterprises with the CMMI authentication.

The core service outsourcing area of Chengdu HIDZ has set up several service outsourcing industrial bases, including Tianfu Software Park, Financial Back Office Service Zone, Software Incubator Park and Digital Entertainment Park.

Chengdu HIDZ will realize an estimated RMB 40 billion in sales revenue from software and service outsourcing in 2010.

Industrial parks rated AA are highly attractive and are highly recommended. However, in comparison with industrial parks given the AAA rating, these industrial parks still lag behind in some areas. The most typical disadvantage is the smaller economic size as reflected in the GDP or FDI, high investment costs and limited land resources. Together with AAA-rated industrial parks, these industrial parks are considered first-tier. There are 24 with “AA” rating among 254 national or municipal level industrial parks rated by China Knowledge since 2003.
