Abstract Standard & Poor's recently revised its criteria for evaluating the operating risk-or functional survivability-of banking institutions that may improve the ability of issued future flow transactions to achieve ratings higher than that of their underlying issuer. The rating impact of this new approach on bank-issued future flow transactions could be significant, as the revised guidelines allow qualifying banks-generally those that are large and systemically important-issuing appropriately structured future flow transactions to receive rating elevation generally in the range of one to three notches above the institutions' counterparty credit ratings.
