Abstract
Standard & Poor's Rating Services has revised its outlook to positive from stable and affirmed its 'A-' long-term rating on Pell City Special Care Facilities Financing Authority, Ala.'s series 2007-A bonds issued for Noland Health Services (NHS). The revised outlook reflects our view of NHS' improving balance sheet coupled with several years of solid operating performance and strong occupancy and management's ability to maintain strong operations during a time when several facilities were in transitional stages. The outlook also reflects our opinion of NHS' strong management team and very limited competition in the long-term acute-care hospital (LTAC) business due to Alabama's certificate-of-need (CON) laws that limit the number of licensed and available LTAC beds by region.
