Abstract
NNEW YORK (Standard & Poor's) Nov. 15, 2011--Standard & Poor's Ratings Services has affirmed its 'B+' rating on $737 million series 2007A fixed-rate bonds issued by the Allegheny County Hospital Development Authority for West Penn Allegheny Health System (WPAHS). The outlook remains developing until an affiliation agreement with Highmark Inc. (A/Stable) receives all necessary regulatory approvals, at which time we will likely change the outlook to positive. Highmark is the dominant insurer in western Pennsylvania. "The developing outlook reflects our opinion that the rating and outlook could either improve or deteriorate over the next 12 months," said Standard & Poor's credit analyst Cynthia Keller Macdonald.
