The rating reflects our view of the district's: Very strong wealth and income levels, reflecting its location in the San Francisco Bay Area; Very strong general fund balances, with $1.8 million, or 28% of expenditures, available at the end of fiscal 2010; Additional revenues from leasing unused school sites and foundation money, which provide revenue flexibility; and Overall net debt burden, which is moderate at roughly $3,000 per capita but low at 2.2% of market value.
