The challenges for would-be cloud providers, both public and private, begin when considering how to design and build the core infrastructure-as-a-service (IaaS) capabilities. Elasticity, multi-tenancy and self-service are not easy technologies to implement and most IT organizations don’t have staff with the required skills. Research by Neovise has found that only 36% of existing cloud service providers built their IaaS clouds from the ground up.
