The announcement that the Philippines may potentially release just two public-private partnership (PPP) infrastructure projects in 2011 has transformed our relatively positive view of the Philippine construction sector into a bearish one. As well as taking into account base effects due to changes in the historical data, we have revised down our real growth forecast for the sector to 1.5% in 2011 (previously 7.5%). Going forward, we believe that the main impact of the PPP programme on construction activity will now only be realised in 2013 at the earliest. As such, we have revised our real growth forecasts for 2012 and 2013 to 5.7% (previously 7.7%) and 11.6% (8.7%) respectively.
