Standard & Poor's Ratings Services assigned its 'AAA' enhanced rating and 'BBB' Standard & Poor's underlying rating (SPUR) to Donna Independent School District, Texas' unlimited-tax GO school building bonds, series 2004. In addition, Standard & Poor's affirmed its 'AAA' enhanced rating and 'BBB' (SPUR) on the district's outstanding debt. The 'AAA' rating reflects the security of the Texas Permanent School Fund guarantee. The 'BBB' SPUR reflects the district's: High unemployment; and Low income and property wealth levels. These weaknesses are mitigated, in part, by the district's: Enrollment growth trends and strong state support of operating and debt service expenditures; and Low-to-moderate net debt burden.
