The upgrade reflects our opinion of management's efforts to improve the village's finances, including its willingness to increase tax rates. The rating further reflects our assessment of the village's: Access to the greater Buffalo area economy and employment base; Low overall net debt as a percent of market value; Adequate wealth and income; and Sizable retail component with, what we consider, very high per capita retail sales figures.
