Abstract
We recently upgraded and revised to positive our ratings and outlook on Ukraine. We are raising our ratings on Crimea, Dnipropetrovsk, Ivano-Frankivsk, and Lugansk to 'B-/uaBBB-' and maintaining stable outlooks. We are affirming our 'CCC+' rating on Kyiv and revising the outlook to stable from negative. We are affirming our 'CCC+/uaBB' ratings on Lviv and Odessa and maintaining our negative outlooks. MOSCOW (Standard & Poor's) March 16, 2010--Standard & Poor's Ratings Services said today that it had taken various rating actions on Ukrainian local and regional governments (LRGs) because of its upgrade of the sovereign on March 11, 2009.
