Abstract
Standard & Poor's Ratings Services assigned its 'A' rating and stable outlook to Missouri Association of Rural Education's series 2011 lease refunding and improvement certificates of participation (COPs), supported by Maries County R-II School District. At the same time, Standard & Poor's assigned its 'A+' issuer credit rating (ICR) and stable outlook to the district. The intended repayment sources for the lease COPs include all available revenue from the district's unrestricted state funding sources. The ICR reflects our view of the district's: Access to employment in the Jefferson City area economy; Good income; Good reserves, using a cash basis of accounting, despite recent declines; and Low direct debt.
