Abstract The rating on Baltimore County, Md.'s debt reflects the city's: Deep and broad economy that continues to exhibit growth and diversification, Strong financial management and operating performance, and Moderate debt burden. Baltimore County (population 721,569) is served by an excellent transportation network that allows easy access to the regional and broad employment base. The county employment base covers technology; medical and financial services; and educational employers. County employment has grown an annual average of 2% since 1994 with strongest growth in services and construction. Bethlehem Steel Corp. has expanded its presence at Sparrows Point and recently sold its BethShip repair facility in 1997.
