Abstract
Standard & Poor's Ratings Services affirmed its 'BB' underlying rating (SPUR) on Antelope Valley Healthcare District, Calif.'s (AVHD) series 1997A and 1997B revenue bonds. The outlook is stable. The rating reflects our view of the district's good operating performance and liquidity in fiscal 2011 although it is experiencing losses from volume declines in the first quarter of fiscal 2012. Additionally, because AVHD will complete a majority of its capital projects within the next year, we expect liquidity to grow and provide stronger balance sheet flexibility to offset any potential operating challenges. The rating further reflects our view of the district's: Stable strong 61% market share in a growing area despite the opening of a new replacement hospital nine miles away;...
