Standard & Poor's Ratings Services assigned its 'AA-' rating to Battle Ground, Wash.'s series 2011 limited-tax general obligation (LTGO) refunding bonds. At the same time, Standard & Poor's affirmed its 'AA-' rating on the city's GO debt outstanding. The outlook on all ratings is stable. The rating reflects our opinion of the city's: Very strong available balances; Strong income and wealth indictors, along with the city's participation in the greater Portland, Ore. area economy; and Low debt burden with no plans to issue additional debt. The continued pressures on the city's finances, necessitating more draws on the general fund balance, constrains credit quality in our view.
