Abstract
Judging by the progress of the health care bill now before the U.S. Congress, a significant degree of reform looks increasingly likely--if not inevitable. And, amid the debate over the details, U.S. health insurers are working hard to position themselves as ongoing players in any new system. To this end, many have, in our view, made strong efforts to demonstrate their ability and willingness to assume a vital role in the pursuit of wider access to affordable care. However, uncertainty about reform provisions continues to be a key reason for Standard & Poor's Ratings Services' negative rating outlook on the health insurance industry.
