Abstract
Standard & Poor's Ratings Services affirmed its 'AA-' long-term and underlying rating (SPUR), on the Texas State University System Board of Regents' outstanding revenue financing system (RFS) bonds. The outlook on all ratings is stable. The 'AA-' ratings reflect our opinion of the strength of the broad "available funds pledge," which includes tuition and various other fees, charged to all students at all campuses, as well as the institutional strength of the system. The ratings further reflect our opinion of the system's: Broad revenue pledge of diverse sources and multiple campuses across the state; History of positive operating results on a full-accrual basis; and Stable enrollment, with favorable acceptance/matriculation rates and a broad geographic draw throughout Texas.
