Abstract Standard & Poor's Ratings Services raised its rating to 'AAA' from 'AA+' on the state of Minnesota's school enhancement program, reflecting the program's strong performance, strong cash balances to cover the unlikely event of multiple school district defaults, and the absence of additional legislative action required to compel the state to cure the default. Minnesota is one of three states with Standard & Poor's-rated standing or annual appropriation programs, along with South Carolina and West Virginia.
