Abstract
Standard & Poor's Ratings Services assigned its 'AA' long-term rating to Regents of the University of Minnesota's (the University of Minnesota or the university) series 2011D general obligation (GO) bonds. At the same time, Standard & Poor's affirmed is 'AA' long-term rating and 'A-1+' short-term rating on the university's outstanding debt. The outlook, where applicable, is stable. The 'AA' rating reflects our view of the university's: Position as Minnesota's (AA+/Stable) flagship research university and land-grant institution; Competitive demand trends and stable enrollment, supported by a Big 10 Conference demand niche, substantial research, and competitive professional and graduate programs; Consistently very positive operations on a cash basis, with surpluses on a full accrual basis in fiscals 2010 and 2011, although these...
