Following our review of Banco de Bogota under Standard & Poor's revised bank criteria (published on Nov. 9, 2011), we are assigning our global-scale 'BBB-/A-3' issuer credit ratings on the bank. The outlook is stable. We are also assigning a 'BBB-' issue rating on the bank's $1.0 billion proposed senior unsecured notes. Banco de Bogota's ratings reflect its strong business position, moderate capital and earnings, adequate risk position, average funding, and adequate liquidity. We expect the bank to maintain moderate capitalization and fairly adequate earnings capacity. We do not expect rating changes in the next 18 months.
