Abstract
Standard & Poor's Ratings Services affirmed its 'BBB-' issuer credit rating (ICR) on Colorado Educational and Cultural Facilities Authority's series 2003 charter school revenue bonds, supported by Liberty Common School Building Corp. and issued for Liberty Common Charter School. In addition, Standard & Poor's affirmed its 'A' enhanced rating and underlying rating (SPUR) on the bonds. The outlook is stable. The 'A' ratings reflect Liberty Common Charter School's inclusion in the Colorado Charter School Moral Obligation Program. A debt service reserve fund, funded by each participating charter school, and a separate charter school debt service reserve fund, funded by state appropriations, have been established under the program.
