Abstract Key factors behind the higher-than-average risk, by international standards, of Malaysia's banking and finance industry are the country's overleveraged corporates, developing economy, and regulatory forbearance. More positively, an industry structure allowing for moderate competition, and demonstrated system support by the government, are mitigating elements. Bank ownership is a mixed rating factor.
