At the same time, Standard & Poor's affirmed its 'AA' long-term rating on the city's outstanding GO debt. The rating on the bonds is stable. The rating reflects our view of the city's: Participation in the deep, diverse Minneapolis-St Paul, Minn. (Twin Cities) metropolitan economy; Good income levels and very strong market value per capita indicators; Maintenance of very strong financial reserves; and Moderate overall debt burden.
