Abstract
Standard & Poor's Ratings Services assigned its 'AA' long-term rating to Mansfield, Texas' series 2011 general obligation (GO) refunding bonds and series 2010 combination tax and revenue certificates of obligation. In addition, Standard & Poor's affirmed its 'AA' rating and underlying rating (SPUR) on the city's existing GO debt. The outlook is stable. The ratings reflect our view of the city's: Access to the Dallas-Fort Worth metropolitan area, High wealth and income levels, Strong financial position, and Strong financial management policies and practices. The preceding credit strengths are offset in part by our opinion of the city's moderately high overall debt burden as a percent of market value and high debt service carrying charges.
