Standard & Poor's Ratings Services assigned its 'A-' long-term rating, and stable outlook, to Fort Bend County Municipal Utility District (MUD) No. 25, Texas' series 2010 unlimited-tax general obligation (GO) refunding bonds and affirmed its 'A-' underlying rating (SPUR), with a stable outlook, on the district's existing GO debt. The rating reflects our view of the district's: Participation in the Houston metropolitan statistical area (MSA), boosting wealth and income indicators; Sizable property tax base that has experienced healthy growth; and Sound financial position. Our view of the district's high overall net debt burden and additional capital needs offsets, in part, these strengths.
