Standard & Poor's Ratings Services assigned its 'AA-' rating to the Beaver County Hospital Authority, Pa.'s $67.1 million series 2012 fixed rate revenue bonds issued for Heritage Valley Health System, Inc. (HVHS). At the same time, we affirmed the 'AA-' long-term rating and underlying rating (SPUR) on the authority's series 1998 revenue bonds also issued for HVHS. The outlook on all ratings is stable. We understand that the proceeds of the series 2012 bonds will be used to refund the series 1998 bonds on a current basis and also pay for costs of issuance. HVHS is pursuing the refinancing to achieve debt service savings. Standard & Poor's will withdraw its ratings on the series 1998 bonds after they are refunded....
