Allentown School District, PA ICR Outlook Revised To Negative Due Structural Imbalance Dec 11

Abstract NEW YORK (Standard & Poor's) Dec. 2, 2011--Standard & Poor's Ratings Services said it revised its outlook on Allentown School District, Pa.'s issuer credit rating (ICR) to negative from stable. The ICR is 'A'. 'The outlook revision is due to two years of structural imbalance resulting from sharp reductions in state and federal aid,' said Standard & Poor's credit analyst Lindsay Wilhelm. At the same time, Standard & Poor's affirmed its 'A' underlying rating (SPUR), with a stable outlook, on the district's general obligation (GO) debt. The rating reflects the district's continued eligibility for, and participation in, the Pennsylvania State Aid Intercept Program.
