Research Update: Tunisia-Based Banque de l?Habitat 'BB+/B' Ratings Affirmed On Bank Criteria Change; Outlook Negative Dec 11

Following a review under Standard & Poor's revised bank criteria (released Nov. 9, 2011), we have affirmed our 'BB+/B' long- and short-term ratings on Tunisia-based Banque de l'Habitat (BH). The ratings on BH factor in the bank's 'bb-' anchor, and our view of its adequate business position, moderate capital and earnings position, adequate risk position, average funding, and adequate liquidity, as our criteria define these terms. The ratings also reflect our assessment of Banque de l'Habitat as a government-related entity that benefits from a high likelihood of extraordinary support from the Tunisian government. The negative outlook reflects our view that BH's asset quality could worsen in the coming quarters, further weakening its capital position in the absence of external support....
