Abstract The 'AA-' enhanced rating on Adams County School District No. 12, Colo.'s series 2003A GO refunding bonds reflects the state aid withholding provision created under Colorado Revised Statutes, Section 22-41-110. The program requires the paying agent to notify the state treasurer if the agent has not received a debt service payment by the business day before the due date. If the school district does not make the full payment, the state treasurer will forward to the paying agent the amount necessary in immediately available funds to be applied only to debt service, as long as the school district remains eligible to receive state equalization program funds under Colorado's public school finance law.
