The Standard & Poor's underlying rating (SPUR) upgrade on Adams County School District No. 12, Colo.'s GO bonds reflects the district's strong community support and additional financial flexibility provided by a recently approved bond authorization, coupled with a mill levy override and voter support in favor of overriding Amendment One, or the Tax Payer Bill of Rights (TABOR), limitations. Other rating factors include: A rapidly expanding bedroom community participating in the strong and diverse Denver MSA, The GO pledge of the district, coupled with additional support under the state's intercept program; Solid financial performance; Average wealth levels; and Moderately high debt levels fueled by strong enrollment growth.
