Abstract The 'AA-' Standard & Poor's underlying rating (SPUR) on Adams County School District No. 12, Colo.'s GO bonds reflects the district's: Rapidly expanding residential community, which participates in the strong and diverse Denver MSA; Slightly above-average wealth and income levels; Sound financial performance despite growth-related operational pressure; Mill levy override and voter support in favor of overriding Amendment One, or the Taxpayer Bill of Rights (TABOR), limitations, which provides additional revenue; and Moderate overall debt burden. The continuation of operational pressure due to a growing student enrollment, coupled with significant future capital needs, offsets these strengths.
