The rating on the University of Illinois Board of Trustees' bonds and certificates of participation, issued for the University of Illinois, reflects: Strong state support and a premier position in the state's higher-education system, Strong demand and strong admissions flexibility, Good financial operations and strong liquidity, and A manageable debt burden. The certificates, which are being issued for utility projects on the Chicago and Urbana campuses, are backed by the university's legally available nonappropriated funds. Revenues of the auxiliary facilities system on all three of the university's campuses and a pledge of tuition and fees secure the auxiliary system bonds.
