Following a review of Russia-based LLC CB Koltso Urala under Standard & Poor's revised bank criteria (published on Nov. 9, 2011), we have affirmed our 'B-/C' counterparty credit ratings and Russia national scale 'ruBBB-' rating on the bank. The outlook is negative. Our ratings on Koltso Urala reflect the bank's 'bb' anchor for a commercial bank operating only in Russia, as well as its moderate business position, weak capital and earnings, weak risk position, average funding, and adequate liquidity. The negative outlook reflects our opinion that the bank's expected continued aggressive growth strategy makes it vulnerable to a tightening of sector liquidity and could put pressure on its asset quality and already weak capitalization.
