One Year After Katrina: No Giant Strides, Just Baby Steps Aug 06

Abstract A year after Hurricane Katrina ravaged the Gulf Coast the region has managed to pass some major milestones on its way to becoming whole again. Although the battered areas of Mississippi and New Orleans are far from healthy, we see progress being made-somewhat more in Mississippi than in neighboring Louisiana-as Gulf Coast casinos reopen, rebuilding dollars flow into the region, and anxious Louisiana jurisdictions utilize state aid to help pay their debts. Some improvements in the region are common to both states: Both Mississippi and Louisiana are in the early stages of distributing billions of federal dollars to homeowners, who can use the money to rebuild.
