The 'AA-' rating on Gloucester County, N.J.'s GO refunding bonds series 2002 reflects A local economy with a large oil refining presence that benefits from its participation in the larger economic base of the Philadelphia MSA, Steady growth in assessed valuation, Sound financial performance, and A low net debt burden. The bonds are being issued to refund a portion of the series 1994A general improvement bonds, of which $12.3 million was outstanding as of Dec. 31, 2001. Gloucester County (population 254,673) is in the Philadelphia MSA. Easy access to the New Jersey Turnpike, Interstate 295, and several other road networks allow residents to easily commute to Philadelphia for job opportunities.
