Following a review of Russia-based Bank Soyuz under Standard & Poor's revised bank criteria (published on Nov. 9, 2011), we have raised our long-term issuer credit rating and Russia national scale ratings on Bank Soyuz to 'B' and 'ruA-' from 'B-' and 'ruBBB'. We have affirmed the 'C' short-term rating. The outlook is stable. Our ratings on Bank Soyuz reflect our 'bb' anchor for a commercial bank operating only in Russia, as well as Bank Soyuz's moderate business position, weak capital and earnings and risk positions, average funding, and adequate liquidity.
