DALLAS (Standard & Poor's) Dec. 15, 2011--Standard & Poor's Ratings Services assigned its 'A' long-term rating to Parsons, Kansas' series A 2012 general obligation (GO) bonds. The outlook is stable. "The rating reflects our view of the city's role as a regional hub for a portion of southeast Kansas and strong financial position on a cash basis," said Standard & Poor's credit analyst Lauren Spalten.
