Research Update: Belarusbank 'B-/C' Ratings Affirmed On Bank Criteria Change; Outlook Negative Dec 11

Following a review under Standard & Poor's revised bank criteria (published Nov. 9, 2011), we have affirmed our ratings on Belarus-based JSC Savings Bank Belarusbank (Belarusbank) at 'B-/C'. The outlook is negative. Our ratings on Belarusbank reflect our 'b-'anchor for a commercial bank operating only in Belarus and the bank's strong business position, very weak capital and earnings, adequate risk position, average funding, and adequate liquidity. The outlook mirrors that on Belarus. In our view, there is a material possibility that the credit quality of the sovereign and that of Belarusbank will deteriorate over the next 12 months.
