SAN FRANCISCO (Standard & Poor's) Dec. 16, 2011-- Standard & Poor's Ratings Services assigned its 'AAA' issuer credit rating (ICR) to the Idaho Credit Enhancement Program for School District Bonds (CEP). Therefore, we may assign a 'AAA' long-term rating to all school district general obligation (GO) bonds guaranteed by the CEP. The outlook is stable. "The 'AAA' rating reflects our view of the credit support provided by the CEP to Idaho school districts," said Standard & Poor's credit analyst Chris Morgan. "We consider the program to be a form of long-term municipal pool, under which the Idaho Endowment Fund Investment Board is required to loan sufficient funds on a timely basis to the state from the Public School Permanent Endowment...
