The rating on Denver City and County, Colo.'s bonds, issued for Helen G. Bonfils Foundation, reflects: Solid liquidity with expendable resources of about $109 million providing about 7 times (x) coverage of outstanding debt; Ample financial flexibility, with expendable resources providing over 2x operating expenses of both the foundation and the Denver Center for the Performing Arts, a nonprofit corporation for which the foundation operates exclusively; and Management's conservative investment and spending policies, which limit portfolio risk. Offsetting factors include the foundation's responsibility to operate exclusively for the Denver Center, which has limited financial resources and has historically been a break-even operation with large revenue variations.
