Abstract
Standard & Poor's Ratings Services assigned its 'A' long-term rating to Pima County School District No.39 (Continental Elementary), Ariz.'s series 2012B general obligation (GO) bonds. At the same time, Standard & Poor's affirmed its 'A' underlying rating (SPUR) on the district's outstanding GO bonds. The outlook on all bonds is stable. The ratings reflect our view of the district's: Limited local economy and access to the greater Tucson metropolitan statistical area (MSA) economy; Good to strong wealth and income levels; Strong unreserved general fund balance in terms of percentage, albeit small as a dollar amount; and Low debt burden.
