The outlook is stable. The rating reflects our view of the district's: Sizable, diverse, and stable economic base; Strong economic indicators; Stable finances, supported by reserves that we regard as very strong and management's strong policies and procedures; and Low-to-moderate overall debt with rapid amortization. The district's unlimited-tax GO pledge secures the series 2011-2012B promissory notes. Officials plan to use note proceeds to fund equipment purchases and related expenditures.
