Standard & Poor's Ratings Services assigned its 'AA+' long-term rating to Wichita, Kan.'s series 803 general obligation (GO) bonds and series 808 GO bonds. At the same time, Standard & Poor's affirmed its 'AA+' long-term rating and underlying rating (SPUR) on Wichita's GO debt outstanding. The outlook on all ratings is stable. The ratings reflect our opinion of the city's: Status as a regional trade center and manufacturing- and service-based economy, although there is concentration in aircraft manufacturing; Strong general fund reserves; Conservative and sophisticated financial management policies that include long-range budget and capital plans; and Moderate overall net debt burden.
